The main character of this story is Shin-chan— an ordinary Japanese student who lives a difficult student life with a limited budget. He understands that in order to exist with dignity, he needs to find a part-time job.

The story is dedicated to the lawlessness committed by Governor Arimori Kamoshige for 40 years. He robbed the inhabitants of his land. Arimori's father, Tatsuri, was involved in laundering this man's money. When Tatsuri's actions became too dangerous, the governor was sentenced to prison.

The story centers on an aspiring detective, Miyamo, who takes on the task of investigating a series of mysterious murders. The crimes are unusual in that mystical symbols and traces of black magic are found at the scenes.
